In the newest episode, who is the guy Spencer sees at the party?

After the girls split up at the party, Spencer recalls how Alison made Toby be quiet, but then it flashes back to reality and someone is lurking in the shadows. Who is that guy? It didn't look like Toby.

To me it didn't look like Toby either.

Okay, I think that when Spencer saw the stranger in the shadows it reminded her of Toby, or she thought it was Toby & she had her flashback. But when the guy stepped into the light she saw that it actually wasn't Toby ; that's the best explanation to me.
